Active Remote Support — Not Surveillance
Luka Bear is an assistive, non-medical AI companion, configured to meet each program's rules — including with all camera recording and detection disabled. Nothing is continuously recorded or monitored, and any live view is on-demand, consent-based, and logged.
The core principle. Remote support is active — on-demand, consent-based, and controlled by the individual. It is not passive surveillance. Luka is built on this model: a trained caregiver initiates any live view, with the individual's consent, and every access is logged.
What Luka does NOT do
- No 24/7 or continuous video recording. There is no always-on recording of any kind.
- No automated video detection or surveillance in a waiver configuration.
- No cameras in bedrooms or bathrooms. Luka is placed in a common area only.
- Not a medical device — it does not monitor health, detect falls, or respond to medical emergencies. The caregiver remains the responder.
Privacy & data handling (built in)
- On-demand only: the camera streams a live view only while a caregiver is actively looking — nothing is stored.
- Consent-based: live view and video calls require the individual's (and co-residents') informed consent, documented in the person-centered plan.
- Tamper-evident access log: every camera view is recorded — who looked in, when, and for how long.
- Secure & HIPAA-aligned: encrypted private mesh (WireGuard® / Tailscale), HTTPS/TLS, no public web address, signed AWS Business Associate Agreement.

- Medication, appointment, and activity reminders
- Interaction-based no-response alert (audio — no camera): if the person hasn't engaged in a set time, Luka calls the caregiver
- On-demand two-way video calls (common area, with consent) — where permitted
Placement & consent. For waiver clients, Luka is placed in a common area (never a bedroom or bathroom), and any live-video use is documented in the person-centered plan with written informed consent from the individual and everyone who lives in the home. Overnight and event awareness is provided through non-camera means (interaction/audio-based alerts, with optional non-camera presence sensors on the roadmap).
